故事背景，設定在虛擬的近未來時空。作者以簡略筆法，從主角口中片斷交代這樣的場景：戰亂後荒蕪的北美洲，重回古希臘城邦式的統治形態。極少數的統治貴族，住在固若金湯的特定區域，掌管絕大多數從事生產奉獻的民奴。－－既是民奴，命如螻蟻，死不足惜。每年選取各地區十二歲到十八歲的青少年，放在設計好的環境，命令自相殘殺。再以監視鏡頭，在家中觀賞近距離、多角度的真實殺戮。藉這種年度活動，展現貴族至高無上的統治權，使奴民知所畏懼，不敢叛變且維持供養。

這本書，以主角凱妮絲眼光，絕對第一人稱「我」的視野來寫。故事開始，將讀者丟到年度抽籤日。凱妮絲是十六歲少女，妹妹剛滿十二歲，都具備應選資格，有可能成為生死格鬥遊戲、舉世目光下被貴族玩耍到死的其中一員。先讓讀者知道這關鍵，再慢慢插敘，填補必要的背景設定。
